Project Name: Construction of the Expansion Project for Luoyang Sannuo Chemical Co., Ltd., with an annual output of 3,000 tons of P507 and 2,000 tons of AD290. Project Overview: This is a renovation and expansion project located in the Petrochemical Industry Cluster Zone of Luoyang City. On the reserved land within the existing plant area, one production line for 3,000 t/a of 2-ethylhexyl phosphonic acid mono-2-ethylhexyl ester (P507) and one production line for 2,000 t/a of bis(2,4,4-trimethylpentyl)phosphinic acid (AD290) will be constructed.

This is a renovation and expansion project located in the Petrochemical Industry Cluster of Luoyang City. Expand two 5,000 t/a mono-2-ethylhexyl phosphates on the reserved vacant land within the existing plant area. -2- Ethylhexyl ester ( P507 ) Production line and two 2,000 t/a secondary ( 24 4- Trimethylpentylphosphonic acid ( AD290 ) Production line.

IV. Procedures and Main Tasks of Environmental Assessment

1 , Work Procedure

Based on the verification of engineering documentation and the identification of project‑related pollution sources, and in conjunction with the current environmental conditions of the project area and the established environmental protection objectives, this study analyzes the extent and scope of the project’s environmental impacts and assesses its feasibility. Furthermore, drawing on national environmental protection policies and regulations, public input, and the findings of the environmental impact assessment, it formulates requirements and recommendations for environmental protection measures.

2 , Job Responsibilities

The scope of the study includes an assessment of the current environmental quality in the project area, a survey of pollution sources, engineering analysis, environmental impact prediction and evaluation, analysis of pollution prevention and control measures, public participation, environmental management, economic cost–benefit analysis of environmental impacts, and an analysis of planning compatibility. The objective is to gain insight into the project’s pollutant discharges and the existing environmental conditions, forecast the potential environmental impacts following project completion, and propose appropriate environmental protection measures.

V. Main Issues for Public Consultation

Public opinions on the environmental protection aspects of this project are being solicited; matters unrelated to environmental protection are not within the scope of this consultation.
