In accordance with the requirements of the Measures for Public Participation in Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment), the following is the public participation announcement for the environmental impact assessment of the project to upgrade and renovate Luoyang Sannuo Chemical Co., Ltd.’s annual production capacity of 16,800 tons of rare-metal extractants:
In accordance with the requirements of the Measures for Public Participation in Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment), the following is the public participation announcement for the environmental impact assessment of the project to upgrade and transform Luoyang Sannuo Chemical Co., Ltd.’s annual production capacity of 16,800 tons of rare-metal extractants:
I. Project Name
Luoyang Sannuo Chemical Co., Ltd. 16,800-ton-per-year Rare Metal Extractant Upgrade and Renovation Project
II. Project Overview and Construction Scope
Based on the existing facilities, production will be carried out utilizing the current plant buildings. Specifically, one production line originally dedicated to 2‑ethylhexyl phosphonic acid 2‑ethylhexyl ester (P507) will be converted to a tributyl phosphate (TOP) production line; the high‑efficiency copper extractant (AD100) production line will be reconfigured as a tributyl phosphate (TBP) production line; and the production workshop for di(2,4,4‑trimethylpentyl)phosphinic acid (AD290) will be repurposed as a tributyl isobutyl phosphate (TIBP) production facility. The primary manufacturing processes include esterification, water washing, neutralization, alcohol removal, and distillation. The main equipment comprises reaction vessels, storage tanks, distillation units, and associated environmental protection systems.
Upon completion, the plant will have a total annual production capacity of 16,800 tons of rare-metal extractants, including 1,800 t/a of diisooctyl phosphate (di(2-ethylhexyl) phosphate), 1,000 t/a of 2-ethylhexyl phosphoric acid–2-ethylhexyl ester (P507), 3,000 t/a of trioctyl phosphate (TOP), 8,000 t/a of tributyl phosphate (TBP), and 3,000 t/a of triisobutyl phosphate (TIBP).
This project has been filed with the Mengjin County Development and Reform Commission, under project code “2112-410306-04-02-948073”.

The scope of this public consultation includes:
1. The impacts of the project on local residents and the surrounding environment, including both positive and negative effects;
2. The impact of the construction project on the local economy and social development;
3. Whether to support the construction project;
4. Other recommendations related to environmental protection for the construction project.

VI. Methods and Timeframe for Public Comment

During the preparation of the draft environmental impact assessment report, the public may submit comments related to environmental protection to the project proponent.
